Establishes a statutory right for individuals to obtain contraceptives and engage in contraception, and a corresponding right for health care providers to provide contraceptives and contraception-related information

Prohibits the state and political subdivisions from enforcing any law that restricts the sale, provision, or use of FDA-approved contraceptives, or that restricts anyone from helping another person obtain contraceptives

Requires any party defending a limitation on contraception access to prove by clear and convincing evidence that the restriction significantly advances safety and that no less restrictive alternative exists

Allows the Attorney General, individuals, health care providers, or patients to bring civil actions against violators, with courts authorized to grant injunctive relief and set aside unlawful restrictions

Awards costs and reasonable attorney fees to prevailing plaintiffs in enforcement actions, while protecting non-frivolous plaintiffs from being held liable for defendant's costs
