Creates a state matching grant program providing up to $25 per day per veteran to organizations that house homeless veterans and already receive federal VA per diem payments under 38 USC 2012

Eligible entities include non-state organizations awarded federal per diem payments for the upcoming fiscal year under the VA's Homeless Providers Grant and Per Diem Program

Grants are awarded on a first-come, first-served basis for up to 365 days per year per veteran housed

Grant payments are made quarterly based on actual costs incurred, calculated at the highest amount that will not reduce the entity's federal per diem reimbursement

Adds new section 45.49 to Wisconsin statutes governing veteran services
