Eliminates the "indefinitely confined" voter status for receiving automatic absentee ballots beginning January 1, 2029; voters currently using this status must submit valid photo ID before that date to continue receiving automatic ballots

Allows any voter to apply for automatic absentee ballots for every election (removing the current limitation to same calendar year only) by filing a written application with proof of identification

Requires municipal clerks to retain electronic copies of voter ID in the statewide voter registration system until the voter stops receiving automatic ballots or the ID expires, and to notify voters when ID renewal is needed

Permits authorized disability advocates (employees of 501(c)(3) disability rights organizations or licensed caregivers) to assist disabled voters in transmitting ID copies to clerks for automatic ballot requests

Creates a Class I felony for authorized disability advocates who knowingly transmit fraudulent proof of identification to municipal clerks
