School boards must spend at least 70% of operating expenditures on direct classroom costs, defined as teacher/aide salaries and benefits, instructional supplies, tuition, athletic programs, and cocurricular activities

School boards failing to meet the 70% threshold must increase direct classroom spending by at least 2% each year until compliance is achieved

DPI will reduce state aid payments to non-compliant districts by the amount of excess non-classroom expenditures, and districts cannot raise property taxes to offset the reduction

School administrator pay increases (superintendents, business managers, principals, and their assistants) are capped at the average percentage increase given to district teachers

Administrator pay limits take effect upon publication; the 70% spending requirement takes effect July 1, 2026
