Restores statutory faculty tenure protections at University of Wisconsin System institutions that were eliminated by 2015 Act 55, requiring tenure appointments be granted only with affirmative recommendation from both the chancellor and the faculty member's academic department

Limits probationary appointments to a maximum of 7 consecutive academic years in a full-time position, with leaves of absence and sabbaticals excluded from this period

Requires tenured faculty to be dismissed only for just cause and only after due notice and hearing, with the same protections applying to probationary faculty dismissed before their contract term ends

Allows tenure to be granted to ranked faculty members holding at least half-time appointments, with the appointment proportion unchangeable without mutual consent of the faculty member and institution

Grants rule-making authority to the Board of Regents to define impermissible factors for tenure decisions and establish procedures for tenure review, faculty performance evaluation, and dismissal hearings
