Requires the Department of Health Services to request a federal Medicaid waiver to provide prerelease health coverage for incarcerated individuals up to 90 days before release

Covered services include case management, medication-assisted treatment for all substance use disorders, and a 30-day supply of prescription medications

Eligibility limited to incarcerated individuals who would otherwise qualify for Medical Assistance (Medicaid)

If the waiver is approved, DHS must provide reimbursement for both federal and state shares of covered services

Waiver request must be submitted to federal HHS no later than January 1, 2027
