Modifies the per pupil aid calculation for public school districts beginning in the 2026-27 school year

Links annual per pupil aid increases for public schools to the same increases received by private schools in the Milwaukee Parental Choice Program for high school students (grades 9-12)

Current per pupil aid amount is $742 for the 2025-26 school year, calculated using a three-year average of enrolled pupils

Future increases will equal the previous year's per pupil amount plus any positive change in the Milwaukee voucher program's high school payment rate

Per pupil aid remains a categorical aid funded from a sum sufficient appropriation and does not count toward school district revenue limits
