State to contract $150 million in public debt for a grant in fiscal year 2025-26 to fund aviation biofuel facility construction, with repayment from conservation fund forestry account

Tax credits up to 10% of capital expenditures available for certified businesses in the zone, with total credits capped at $60 million and unused amounts carried forward to future years

Biofuel must be created from wood-based organic matter with at least 80% sourced from Wisconsin (measured over 5-year aggregate volume), and majority of output must be aviation biofuel

Certified businesses must submit quarterly workforce reports and face certification revocation for providing false information, relocating outside the zone, or ceasing operations for more than 12 months
