Department of Administration must withhold 10-50% of homelessness grant funds for at least 9 months, releasing withheld amounts only if recipients demonstrate improved outcomes: increased housing retention beyond 9 months, increased employment/income, or reduced returns to homelessness

Performance requirements apply starting with a grant recipient's second eligible grant after the law takes effect, covering grants under existing homelessness programs (ss. 16.306, 16.307, 16.308, 16.3085)

Withheld funds not released due to unmet performance objectives may be reallocated to other grant recipients that do meet the objectives

Grant recipients must submit detailed reports to DOA between 9-12 months after each award, including program information and extensive demographic data on each individual served (name, SSN, date of birth, race/ethnicity, disability status, housing history, income sources, health conditions, domestic violence experience)

Reports must also include initial assessment data such as current housing type, homelessness history, referrals made, and outcomes of referrals to housing programs
