Removes the Department of Agriculture, Trade and Consumer Protection's authority to set fees by administrative rule for animal market licenses, animal dealer licenses, animal trucker licenses, and animal transport vehicle registrations

Establishes statutory license fees: Class A animal market license at $420, Class B animal market license at $220, Class E animal market license at $280, animal dealer license at $220, and animal trucker license at $60

Sets animal transport vehicle registration fee at $20 per vehicle annually and reinspection fee at $150 for violations

Creates statutory definitions for three classes of animal market licenses: Class A (unlimited livestock, wild animal sales, and auctions), Class B (livestock sales with auctions limited to 4 days per year, no wild animals), and Class E (equine sales only, no auctions)

Prohibits DATCP from promulgating rules that would increase fees or create new fees related to animal markets, animal dealers, or animal truckers
