Grants Devil's Lake State Park in Sauk County legal rights including the right to naturally exist, flourish, evolve, have clean unpolluted water, natural water flow, and healthy biodiversity

Prohibits government entities and businesses from activities that infringe on these rights; state agencies cannot conduct, authorize, license, permit, or fund such activities

Attorney general may enforce violations; any individual may file legal action on behalf of the park, with the burden of proof placed on the alleged violator

Violations carry a $1,000 forfeiture per offense plus liability for restoration damages, with funds credited to the conservation fund for state park restoration

Requires DNR to complete an environmental study within 1 year identifying degraded ecosystems and complete full park restoration within 5 years
