Creates a stricter state standard than federal law, which only requires 10% non-federal revenue; the bill requires 20% non-federal revenue

Department of Safety and Professional Services (DSPS) must promulgate rules to administer and enforce the new revenue requirement

Effective date is the 2028-29 academic year, giving schools time to adjust their revenue sources before enforcement begins
