Expands existing Department of Workforce Development appropriation (s. 20.445(1)(aL)) to cover identity proofing costs for unemployment insurance claimants when federal funding is unavailable

Current appropriation already funds drug testing screenings, controlled substance testing of applicants, substance abuse treatment, and related expenses under s. 108.133

Identity proofing costs would be authorized under s. 108.14 (10m)

Unencumbered balance on June 30 of each odd-numbered year continues to transfer to the unemployment program integrity fund

Amends a biennial appropriation schedule rather than creating new funding
