Reduces the Wisconsin residency requirement from 5 consecutive years to 3 consecutive years for veterans and their spouses/children to qualify for tuition and fee remission at UW System institutions and technical colleges when the veteran was not a Wisconsin resident at the time of military service entry

Applies the same 5-year to 3-year residency reduction for veterans and dependents seeking Higher Educational Aids Board grants at private nonprofit colleges

Eliminates the requirement that veterans must have been Wisconsin residents at the time of entry into active duty to qualify for the UW System nonresident tuition exemption; veterans now only need to be Wisconsin residents at the time of registration

Current tuition remission benefit allows eligible veterans, spouses, and children ages 17-25 to receive full remission of tuition and fees for up to 8 semesters or 128 credits at UW System schools and technical colleges

Changes apply to the first semester or session beginning after the bill's effective date
