Requires court approval for prosecutors to dismiss or amend charges for specified "covered crimes" including domestic abuse, automobile theft, abuse of at-risk individuals, sexual assault (1st-3rd degree), crimes against children, illegal firearm possession by violent felony offenders, and reckless driving causing great bodily harm

Courts may only approve dismissals or amendments if the action is consistent with the public interest in deterring these crimes and the legislature's intent to vigorously prosecute offenders

Prohibits prosecutors from entering deferred prosecution agreements with defendants charged with any of the covered crimes

Mandates courts submit annual reports to the legislature detailing each approved dismissal or amendment and explaining how each approval aligns with public interest and legislative intent

Repeals existing statute s. 971.37 governing deferred prosecution agreements for domestic abuse and related offenses, replacing it with the broader restrictions on covered crimes
