Prohibits all Wisconsin state agencies, including the legislature and courts, from contracting with business entities domiciled, headquartered, or principally operating in foreign countries of concern (currently China, Cuba, Iran, North Korea, Russia, and Venezuela under Maduro)

Bans contracts with entities controlled or majority-owned by the Chinese government, Chinese Communist Party, or Chinese military, as well as their subsidiaries and resellers of their products

Requires contractors to provide written certification that they are not a prohibited business entity and have made every effort to ensure goods/services do not originate from prohibited entities

Violators face forfeitures of at least $250,000 or up to twice the contract value, plus a 5-year ban from state contracting

Department of Administration investigates complaints, and the Attorney General may bring enforcement actions in court; exemptions allowed when goods/services are unobtainable elsewhere and DOA approves
