UW System institutions are prohibited from accepting grants from, or entering collaboration/academic/research partnerships with, foreign adversaries (China, Cuba, Iran, North Korea, Russia, Venezuela) unless the Board of Regents approves after receiving a federal national security risk assessment.

Foreign adversary partnerships are completely banned if funded by the U.S. Department of Defense, and all partnerships with Russia are prohibited during the 2025-27 fiscal biennium.

UW institutions and employees cannot solicit or accept gifts from foreign adversaries, including physical objects, loans, promises of employment, or anything conditioned on promoting a foreign adversary's language or culture.

The Board of Regents must submit annual reports to the legislature by December 1 (beginning 2026) detailing all foreign adversary partnerships, overseas campus locations, and national security risk assessments.

Violations may result in the Joint Committee on Finance transferring twice the monetary value of the violating partnership from UW's appropriation account as a penalty.
