Law enforcement agencies prohibited from requesting, obtaining, or receiving access to personal data from third parties or other government entities in exchange for payment or anything of value without a warrant

Personal data defined broadly to include names, billing information, Social Security numbers, addresses, demographic data, internet search history, app usage, location data, financial and health information, biometric data, device identifiers, and communication content

Exceptions allow access without a warrant when: a valid warrant under Chapter 968 is obtained, an emergency involving danger of death or serious physical injury exists, the data is publicly available through government records or media, or the individual expressly consents

Amends Wisconsin statute 66.0511 by adding subsection (6) titled "Prohibition on Use of Purchased Personal Data"
