Replaces race-based eligibility criteria in Wisconsin higher education programs with "disadvantaged" status, defined as having experienced economic, familial, geographic, physical, or other personal hardship

Prohibits consideration of race, ethnicity, national origin, gender, sexual orientation, religion, or group identity when defining "disadvantaged" for program eligibility

Converts the minority teacher loan program (up to $10,000/year for 3 years) to serve disadvantaged students, changing loan forgiveness criteria from teaching in districts with 40% minority enrollment to districts with 60% economically disadvantaged pupils

Modifies Lawton grants for UW System undergraduates, minority undergraduate retention grants, and Technical College System participation grants to target disadvantaged students instead of minority students

Removes requirements that Medical College of Wisconsin and Marquette University School of Dentistry maintain at least 5% minority student enrollment as a condition for state funding
