Allows any party to request random venue assignment when a case involving certain governmental parties is filed in a county with a 1st or 2nd class city (Milwaukee or Madison)

Defines "governmental party" to include the legislature and its members, elections and ethics commissions, constitutional officers (governor, attorney general, etc.), department secretaries, and federal officials from Wisconsin

Requires notice requesting random venue be filed within 5 days of filing the complaint, being served, or a governmental party's intervention being granted

Upon receiving the request, the circuit court clerk randomly selects a different circuit court in the state and transfers the case to that venue

Once randomly assigned, the venue becomes conclusive and no party or court may seek any subsequent change of venue
