Creates a penalty enhancer for crimes committed as "transnational repression"—actions by agents of foreign governments or terrorist organizations intended to harass, intimidate, silence, or punish dissidents, journalists, activists, or political/religious minorities due to their political views

Increases crime classifications by one level when the transnational repression enhancer applies (e.g., Class A misdemeanor becomes Class I felony, Class B-I felonies move up one class)

Makes it a Class E felony to enforce foreign laws or rules on behalf of a foreign government or terrorist organization without prior federal or Wisconsin law enforcement approval, with mandatory minimum of 3 years prison and $10,000 fine

Requires the Department of Justice to develop law enforcement training on transnational repression, maintain a list of countries and organizations that perpetrate it, create a public awareness campaign targeting colleges with foreign students, and establish an online reporting portal

Mandates annual DOJ reports to legislative committees detailing identified cases of transnational repression in Wisconsin
