Prohibits disability insurance policies, self-insured health plans, and Wisconsin Medical Assistance from knowingly covering organ transplants or post-transplant care when the transplant is performed in China or other countries designated as participating in forced organ harvesting

Defines "forced organ harvesting" as removal of organs from a living person through coercion, abduction, deception, fraud, or abuse of power, or from a person killed for the purpose of organ removal

Authorizes the Wisconsin Department of Health Services to designate additional countries whose governments fund, sponsor, or facilitate forced organ harvesting

Exempts life-saving post-transplant care provided after an individual has already received a prohibited transplant

Takes effect on the first day of the 4th month after publication, with delayed applicability for plans affected by existing collective bargaining agreements
