Creates new crime of "grooming a child for sexual activity" (s. 948.072) prohibiting conduct intended to condition, seduce, solicit, lure, or entice a child for sexual intercourse, sexual contact, or producing sexually explicit depictions

Prohibited grooming conduct includes sexual comments directed at children, inappropriate physical contact, electronic communications to seduce children, providing gifts to lower inhibitions, and isolating children from family or guardians

Penalties escalate based on circumstances: Class G felony (base offense), Class F felony (position of trust/authority), Class E felony (child with known disability), Class D felony (two or more victims)

Exempts offenders under age 19 if the child is within 4 years of their age, unless the conduct involves force, coercion, or abuse of position of trust

Adds grooming to existing lists of serious crimes throughout Wisconsin statutes affecting sex offender registration, background checks for child-serving entities, parole notification requirements, bail conditions, and victim compensation eligibility
