School boards must adopt a policy by July 1, 2026, governing appropriate communications between district employees/volunteers and pupils enrolled in the district, attending non-district schools, or homeschooled

Policy applies to communications occurring both during and outside of school hours

Policy must establish standards for appropriate content and appropriate methods of communication

School boards must include specific consequences for employees and volunteers who violate the policy

Requirement extends to 1st class city school districts (Milwaukee) through amendment to statute 119.04
