Non-state trunk highways may be used if the applicant obtains written approval from the officer in charge of maintenance for that highway

Permits are not valid on interstate highways except where federal law allows without loss of federal aid, and DOT may suspend permits during spring thaw periods

Exempts DOT from preparing the standard report required for bills creating vehicle weight limit exceptions
