Eliminates the requirement for Milwaukee County and the City of Milwaukee to submit annual reports to the Joint Committee on Finance detailing expenditures from their respective 0.4% and 2% sales taxes used to pay unfunded retirement system liabilities

Removes restrictions limiting cultural and entertainment spending to 5% of total budgeted expenditures and the requirement for two-thirds council/board votes to approve new program spending or position increases

Eliminates the requirement for Milwaukee County to identify unused buildings and submit sale/use plans to the Joint Committee on Finance

Removes prohibitions on the City of Milwaukee using tax revenues for rail fixed guideway transportation systems and for positions promoting individuals based on race, ancestry, national origin, or sexual orientation

Restores authority to the fire and police commission to prescribe general policies, standards, and rules for police and fire departments, shifting control from department chiefs back to the commission
