Cities, villages, and towns with populations exceeding 50,000 (as of 2022) would receive additional supplemental county and municipal aid payments beginning in 2026, with $16,257,500 distributed proportionally based on population

Annual payments would increase in subsequent years by the percentage change in state sales and use tax revenues from the previous fiscal year

A temporary Shared Revenue Advisory Council would be created within the Department of Revenue following each federal decennial census, consisting of 8 members including legislative appointees, representatives from municipal associations, and the secretary of revenue

The council must study revenue and expenditure variations among municipalities, evaluate existing aid distribution formulas, and submit recommendations to the legislature by January 1 of the second year following each census

Expenditures of these additional supplemental aid payments would be excluded from calculations determining eligibility for the expenditure restraint incentive program
