Amends Wisconsin statute 66.0145 to remove the prohibition on local governments granting preferential treatment based on race, color, ancestry, national origin, or sexual orientation in hiring and public works contracting

Retains the existing prohibition against discrimination based on these characteristics in employment decisions and contracting

Changes the statute's title from "No preferences in hiring or contracting" to "No discrimination in hiring or contracting"

Modifies a provision originally created by 2023 Wisconsin Act 12

Exception remains for preferential treatment required to secure federal aid
