Repeals current Wisconsin law prohibiting the use of condemnation (eminent domain) power to acquire land for recreational trails, bicycle ways, bicycle lanes, and pedestrian ways

Restores condemnation authority to county boards, village boards, city governing bodies, the Department of Natural Resources, and the Department of Transportation for trail and bikeway development

Amends approximately 15 sections of state statutes governing land acquisition by municipalities, counties, and state agencies to remove the prohibition language

Applies to condemnation proceedings where title to the property has not yet vested in the condemnor as of the effective date
