Redirects the full $100 transfer fee for managed forest land (MFL) ownership changes to the DNR appropriation for register of deeds recording fees, rather than only $30 as under current law

Directs the $300 withdrawal fee for removing land from the MFL program to be deposited in the conservation fund and credited to the DNR recording fees appropriation

Amends statute 20.370(2)(cr) to expand the sources of funding for DNR's payment of register of deeds fees to include transfer and withdrawal fees

Removes the provision allowing the $20 portion of transfer fees to be adjusted to a different amount
