Eliminates recurring operating referenda that currently allow school districts to permanently exceed revenue limits through voter approval

Limits nonrecurring operating referenda to a maximum of 4 school years, after which districts must return to voters for reauthorization

Requires referendum resolutions to specify the purpose for which excess revenue will be used and the number of school years the resolution applies to

Amends statute 121.91 to ensure excess revenue approved through nonrecurring referenda is not included in the base for calculating future year revenue limits

Applies to resolutions adopted on or after the effective date of the act
