Large energy customers must pay annual fees based on peak electricity demand: $2 million for 100-249 MW, $3 million for 250-499 MW, and an additional $1 million per 250 MW increment above 500 MW, with 50% going to the utility public benefits fund and 50% to the Green Innovation Fund

Large-scale data centers (at least 25,000 sq ft with $250 million+ investment over 60 months starting July 1, 2026) must pay workers prevailing wage rates as defined by the federal Inflation Reduction Act, and must derive at least 70% of electricity from renewable resources to qualify for sales/use tax exemptions

Public Service Commission must establish a "very large customer" classification for each electric utility by December 15, 2027, and utilities serving these customers must file rate cases every two years to ensure rates are just, reasonable, and non-discriminatory

Data center owners must certify to the Department of Safety and Professional Services within 3 years of operation that the facility meets green building standards (LEED, Energy Star, BREEAM, or similar), and must report annual water usage to their political subdivision

Water utilities must notify the PSC when any customer plans to use 25% or more of total water usage, and energy utilities must submit quarterly reports on data center energy consumption by fuel type, renewable energy generation, and renewable energy credit purchases
