Department of Corrections must create a public interactive website reporting system, updated every 48 hours, showing inmate movement restrictions, solitary confinement numbers with reasons, and total inmate populations for each state prison and county jail

Inmates may designate up to 3 individuals to receive automatic electronic notifications within 24 hours when the inmate is placed under any restriction affecting visitation or communication; only the inmate or designated individual can terminate these notifications

Sheriffs must report county jail restriction and solitary confinement data to DOC weekly using a standardized format provided by the department

Reporting system must be operational within 6 months of passage; until then, DOC must report to legislative committees twice weekly on lockdowns and quarterly on solitary confinement totals

Appropriates $780,000 in FY 2025-26 and $275,000 in FY 2026-27 for the notification system, plus $94,200 for 2 temporary staff positions during implementation
