Creates Chapter 798 of Wisconsin statutes to formally recognize specialty courts, including treatment courts and commercial court dockets that have operated as pilot projects for over 7 years

Defines treatment courts to include adult drug, juvenile drug, OWI, mental health, family dependency, veterans, hybrid, and tribal healing to wellness courts designed to address addiction and mental health issues underlying criminal behavior

Requires minimum of 4 circuit court judges in each of 5 designated judicial administrative districts (2nd, 3rd, 5th, 8th, and 10th) to be assigned to commercial court dockets, selected by the chief justice

Establishes mandatory commercial court jurisdiction for cases involving business organization governance, securities, intellectual property, antitrust, franchise disputes, and commercial transactions exceeding $100,000 (or $250,000 for receiverships and construction disputes)

Excludes small claims, consumer contracts, landlord-tenant disputes, personal injury, malpractice, domestic relations, and labor claims from commercial court assignment
