Phases in compliance for state prisons: one-third by May 1, 2029; another third by May 1, 2031; and the final third plus county jails by May 1, 2035

Appropriates $65 million as a continuing appropriation starting in FY 2026-27 for HVAC installation and operation, plus $500,000 for planning reports and $750,000 annually with 7.0 FTE positions (engineers, project managers, budget analyst) to support implementation

Requires DOC to submit a report within 13 months identifying prioritization plans and interim strategies such as mobile water misters, weather-appropriate clothing, and ice distribution
