Requires state correctional institutions and county jails to provide free menstrual products to inmates with active menstrual cycles, including at least 3 brands of tampons (one with plastic applicator), 3 brands of menstrual pads, and one brand of reusable menstrual cup

All products must be verified as "nontoxic," defined as free from carcinogens, phthalates, heavy metals, dioxins, pesticides, PFAS, volatile organic compounds, and other toxic additives

Department of Corrections must develop verification procedures in consultation with medical experts and publish a list of approved nontoxic menstrual products for use by state and county facilities

Products must be available in appropriate absorbencies for varying levels of menstrual flow

Facilities must provide means to sanitize reusable menstrual cups on an as-needed basis
