Department of Corrections must stock commissaries with at least 2 varieties of 18 personal hygiene products (deodorant, shampoo, toothpaste, razors, etc.) priced at no more than 125% of the state's highest-grossing retailer's price

Culturally sensitive products for types 2, 3, and 4 hair (shampoo, conditioner, natural hair oil, shaving cream, bar soap, cocoa-butter lotion) must be sold at no more than 100% of benchmark retailer prices

Each state correctional institution inmate receives a $25 monthly stipend to purchase personal hygiene products from the commissary

County jails and houses of correction must offer the same products at the same prices, with inmates receiving the $25 monthly stipend beginning on their 91st day of confinement

Appropriates $6,450,000 to DOC in fiscal year 2025-26 and $6,450,000 in fiscal year 2026-27 ($12.9 million total) to fund the stipend program
