Prohibits sale of hemp-derived cannabinoid (HDC) products to persons under 21 years of age, and prohibits underage persons from purchasing, attempting to purchase, or possessing such products

Requires manufacturers to submit each product batch to an independent accredited laboratory for testing to certify cannabinoid content accuracy, absence of contaminants (mold, solvents, pesticides, heavy metals), and compliance with delta-9-THC concentration limits (not more than 0.3% or up to 1% if federal law allows)

Mandates comprehensive product labeling including manufacturer contact information, batch number, serving size, cannabinoid profile, ingredients with allergens, potency in milligrams, and warning statements about health risks, impairment, and drug testing

Requires child-resistant packaging (per 16 CFR 1700.15) without features appealing to children such as cartoon characters or resemblance to candy, and tamper-evident containers or seals

Limits HDC beverage products to maximum 10 milligrams of THC per serving, with nonresealable containers limited to no more than 2 servings
