Requires health insurance policies and self-insured governmental health plans to cover sterilization procedures and patient education and counseling as part of existing contraceptive coverage mandates

Amends Wisconsin statute 632.895 (17) (b) 2. by removing language limiting coverage to services "covered for any other drug benefits" and adding explicit coverage for sterilization

Takes effect on the first day of the 4th month after publication for most policies and plans

Provides delayed implementation for policies affected by collective bargaining agreements, applying when the agreement is newly established, extended, modified, or renewed

May trigger a social and financial impact report requirement under s. 601.423 as a potential health insurance mandate
