Requires the Board of Regents to directly make all "limited appointments" (president, chancellors, vice chancellors, provosts, deans, and other senior administrators) and prohibits the Board from delegating this appointment authority

Expands the definition of "faculty" for governance purposes to include all individuals with at least 50% appointment whose duties primarily consist of teaching or research, including instructional academic staff

Prohibits excluding faculty or academic staff from consideration for dean, associate dean, or department chairperson positions based on lack of tenure, probationary status, or not holding a terminal degree

Bars faculty from limiting eligibility to serve on or lead faculty committees, centers, departments, or programs based on a member's rank, tenure status, faculty title, or terminal degree attainment

Requires the Board of Regents to approve title, salary, and position description for each limited appointment and submit annual reports to the legislature detailing all limited appointments at each UW institution
