Eliminates the requirement for purchasers to provide an exemption certificate to sellers when buying precious metal bullion that is already exempt from Wisconsin sales and use tax

Adds precious metal bullion (section 77.54(74)) to the list of exempt items that do not require certification at the time of purchase

Amends both section 77.52(13) for sales tax and section 77.53(10) for use tax to implement the certificate exemption
