Creates an annual appropriation of $2,000,000 from the college savings program trust fund to the Department of Financial Institutions for fiscal years 2025-26 and 2026-27

Funds deposits into college savings accounts for children who were born or adopted in Wisconsin, reside in the state, and are designated beneficiaries under s. 224.50

Authorizes DFI to establish master or interim holding accounts under the college savings program to facilitate deposits for qualified higher education expenses

Adds 1.0 FTE position at DFI to administer the program, funded from the college savings program trust fund

Provides $446,900 in fiscal year 2025-26 for program implementation and $317,900 in fiscal year 2026-27 for ongoing administration
