Creates the WisKids savings account program within Wisconsin's existing 529 college savings program, administered by the Department of Financial Institutions (DFI)

Deposits at least $25 into a holding account for children born or adopted in Wisconsin who are designated as beneficiaries of a Wisconsin 529 account before age 10, with parents able to opt out within 30 days of notification

Caps total annual deposits at $2,000,000 and limits fund distributions to qualified higher education expenses, explicitly excluding elementary and secondary school tuition

Requires the Department of Health Services to share birth record information (child's name, date of birth, state file number, and parent's name and address) with DFI at least every 6 months to facilitate enrollment

Allows DFI to remove participants and reclaim funds if no distribution is made before age 21, if funds aren't fully distributed within 2 years of the first distribution, if the participant dies, or if the participant withdraws from the program
