Expands eligibility for commercial driver training grants to employers and other entities that pay for third-party training providers, not just the training providers themselves

Removes the requirement that CDL training must occur at an in-state facility, while still requiring grant applicants to maintain at least one facility in Wisconsin

Retains requirements that training meet Federal Motor Carrier Safety Administration (FMCSA) entry-level driver training standards and that providers be listed on the federal Training Provider Registry

Limits grants to one per individual trained, preventing duplicate grant awards for the same trainee

Requires trained individuals to reside in Wisconsin and obtain their initial commercial driver's license in the state
