Prohibits the possession, sale, purchase, installation, and use of registration plate concealment devices on motor vehicles

Defines concealment devices as manual, electronic, or mechanical devices that switch between plates, move/obstruct/conceal plates, or alter plate appearance to prevent reading the registration number

Violations punishable by fine up to $1,000, imprisonment up to 90 days, or both

Vehicles equipped with concealment devices may be impounded, with towing and impound costs assessed to the owner
