Producers must reduce packaging by 10% within 2 years of registration, escalating to 50% reduction by year 10, and meet recycling rate targets of 30% by year 5, 50% by year 8, and 70% by year 12

Prohibits packaging containing specified materials including polyvinyl chloride, polystyrene, polycarbonate, and toxic substances such as PFAS, phthalates, bisphenols, and heavy metals beginning 2 years after rules are published

Fees collected from producers fund reimbursements to local governments and private companies for packaging collection, transportation, and recycling costs, with at least 25% allocated to packaging reduction and recycling projects prioritizing environmental justice communities

Violations carry forfeitures up to $100,000 per day per violation, with each noncompliant product line counting as a separate violation; groups of at least 10 Wisconsin residents may bring civil actions for enforcement
