Restricts use of physical restraints on pregnant persons and those who gave birth vaginally within 30 days or by cesarean within 60 days, allowing restraints only when there is substantial flight risk or extraordinary security circumstances, an individualized determination of necessity, no medical provider objection, and least restrictive methods are used

Requires written documentation when restraints are used on pregnant or postpartum persons and mandates annual training for all correctional staff who may contact persons in labor or postpartum

Requires correctional facilities to offer pregnancy testing to all women under 50 and STI/HIV testing to pregnant persons, and to continue any existing medications or treatments

Mandates access to mental health assessments and treatment (including for depression and postpartum depression), doula and lactation support services, and supplies needed for expressing breast milk for up to 24 months postpartum

Requires facilities to provide educational materials on pregnancy, childbirth, breastfeeding, and parenting, and to inform pregnant and postpartum persons of all applicable laws and policies governing their care
