Removes the requirement that individuals be unemployed for at least four weeks before qualifying for the Transform Milwaukee Jobs program and Transitional Jobs program

Expands eligibility to include anyone ineligible for unemployment insurance benefits, regardless of whether they have actually filed for those benefits

Current eligibility requirements remain unchanged: must be at least 18 years old, have household income below 150% of poverty line, not be in Wisconsin Works, and meet substance abuse screening requirements

Individuals over 25 must be a parent or primary caregiver of a child under 18 to qualify
