Repeals Wisconsin's dry cleaner environmental response program and its associated fund and council, transferring any unencumbered balance to the environmental fund

Creates the "Revitalize Wisconsin" program administered by DNR to provide grants, direct services, or reimbursements for cleaning up hazardous substance discharges and environmental pollution on brownfields, public nuisances, tire dumps, and other contaminated sites

Appropriates $3 million annually for the Revitalize Wisconsin program and $3.5 million in the first year ($500,000 ongoing) for waste removal and sampling on abandoned properties, funded from the environmental fund

Eligible recipients include local governments, dry cleaners with pending claims from the old program, and private parties (banks, developers, nonprofits, innocent landowners) who did not cause the contamination

Adds 10 new DNR positions (5.0 FTE for each program) and covers eligible activities including contamination assessment, remediation, vapor intrusion mitigation, asbestos abatement, underground tank removal, and private water supply replacement
