Repeals Wisconsin statute 66.0419, which currently limits local governments' authority to regulate auxiliary containers (bags, cups, bottles, cans, and other packaging)

Removes the state preemption that prohibits political subdivisions from enacting or enforcing ordinances regulating the use, disposition, or sale of auxiliary containers

Allows cities, counties, and other local governments to prohibit, restrict, or impose fees on single-use and reusable containers made of plastic, paper, cloth, glass, aluminum, and similar materials

Restores local control over regulation of packaging used to transport merchandise, food, or beverages from food service and retail facilities
